The military provides members of the service with their first set of uniforms when they first enter into the Marines. Members then get an annual allowance for uniforms based on the the wear and tear of the items. Basically, you divide the cost allowed by how many years the items are supposed to last, by the amount of time it actually wears out.
The clothing allowance is usually paid on the anniversary of when the member entered into service. People who have less than 3 years of service are allowed a Basic clothing allowance to replace their worn out items. After enlisted troops complete their 3 years of active duty, they are allowed to start receiving the standard clothing allowance, which is higher in pay than basic allowance.
This allowance is provided to enlisted members upon initial enlistment or upon special qualification.
